About the job:
The Programme Officer plays a key role in the end-to-end project and programme management processes to meet requirements while ensuring value for money. The role supports the long-term financial performance of the ETF’s projects and programmes through effective operational and financial project management
Your profile

  1. Programme Planning: Create project delivery plans that feed into the overall programme plans. Align plans with the governance cycle and performance targets. Support contract procurement for subcontractors and providers, including writing and reviewing key documents.
  2. Programme Delivery: Support progress reviews (leading some smaller areas) with subcontractors. Responsible for updating reports, tracking performance and engagement and providing excellent customer service within specific timeframes. 
  3. Finance and Budgeting: Monitor project and programme budgets across the team working closely with Programme Managers to maximise the budget spend, identify any efficiencies, and ensure that value for money is achieved. Responsible for raising purchase orders and monitoring progression though the finance system. 
  4. Building relationships with key stakeholders: Work closely with and build productive working relationships with subcontractors, funders and internal teams, where relevant. Identify effective practice through data analysis and robust audit, sharing with the wider ETF Programmes Team, and developing into business-as-usual.
The successful candidate will have:
  • Strong organisational planning and project management skills – working on multiple priorities and projects with high quality delivery on time and on budget, self-motivated and pro-active with high level of accuracy and attention to detail
  • Highly self-motivated and pro-active
  • Strong IT Skills, Microsoft Office
  • Solution orientated – problem solver, flexible, adaptable & resilient
  • Strong communication skills – working with wide range of internal and external stakeholders, building and maintain networks and excellent oral, written and presentation skills.
  • Financial literacy –excel skills, monitoring budgets, familiarity with financial processes (POs, invoicing, sales)
  • Performance and/ or project management frameworks – experience of supporting work with subcontractors and partners 
  • Data literacy – excel, data manipulation, analysis and interpretation of data, principles of good data management/cleaning, experienced in reaching decisions and judgements based on sound evidence based

  • Starting Salary: £37,150 per annum to start, with service and performance related progression
  • Contract type: Full-time and Fixed term until December 2025
